初めてハローワークなんぞ行って来ました。
ものすごい数の人がいて正直びっくりしました。
これって、やっぱ不景気なんでしょうかね?
まあ、それは良しとして。久々に行政サービスに触れて感じたことなぞ書いてみます。
雇用保険と言う制度が良く分からん。
求職する人達を支援する目的の人達を支援する仕組みというのは分かる。
でも、それって、求職活動するまでの間の生活面での支援だと思うのだけど、自己都合の場合、3ヶ月はそのお金は支払われない。
つまり、3ヶ月分の蓄えは自分で貯めてから辞めろということらしい。
まあ、蓄え作ってから辞めろというのは分かるが、3ヶ月以上求職して見つからない人ってその後見つかるのかな??
何か他に問題があるから3ヶ月以上かかるんじゃないだろうか。。。
例えば、職業訓練を受けている人はもらえるけど、それ以外って本当に必要な人にお金が流れているんだろうか?
きっとこの辺って昔の名残から、経費の切り詰めだけしてシステム自体が死んでいる例なんじゃないだろうか。
実際、行政って、IT技術の推進制度を推し進めているけど、本当のIT技術はこういった部分の仕組みをちゃんと整理したり効率化する為にあるんだと思う。
行政サービスのみに言えることではないけれども、所謂、窓口業務と言う部分も見た場合、合いかわらず、あたえられた仕事以外しないという姿勢に変わりは無いように感じた。
結局、こういった人達って、マニュアルを把握してやっているわけで、本人達がしっかり考えて行動しているわけではない。
一般的な組織論から見た場合、こういった人々って扱いやすくはあるんだろうけど、組織自体が進化していくわけではないと思う。
組織論においてのこの辺の問題えお解決しないとこれからの時代ってダメなんじゃないだろうか。

わたしゃもハローワークに御世話になりました。
また、御世話になるかもしれませんが…
3ヶ月は無支給なんですよね。
知ってはいましたが、なんかなぁ〜、宙ぶらりんな感じでしたね。
ネットで求職しない方はハローワークが頼りだとは思います。なので、わたしゃが利用していた、神奈川県の藤沢のハローワークに来ている方の年齢層は高いです。
また、求人情報も、SEとかITといったものは結構ありますが、その他の職種って少ないです。
なので、3ヶ月以上通っても仕事を探している方も多いですよ。
希望が高いのか、必要資格を取得していない、色々ですが、実際問題、日本では食っていけますよ!
バイトやパートで。選り好みをしなければ。
窓口業務は、マジとろいですよ。
正直、そのレベルで仕事なのと思ったりします…まぁ今自分が無職だからそう思うのかも知れませんが、、あまりにも…ひどい。ＩＴ化＝パソコンを置くくらいの認識ですよ。後はほんの少し作業効率が上がる程度。。。
皮肉なことを言えば、ハローワークに勤めている方に一旦退職して頂いて、再度中途採用として、就職活動してみてくださいと言ったら、たぶん就職できないと思います。マジで。。
PS すみません、、やっぱり愚痴ですよね…(笑)

行政の窓口業務って、金を払う側か施しを受ける側かで相当違いますね。例えば、税務署や納税課はめちゃくちゃ対応良いですよ。電話も「いつもお世話になっております･･･いつもありがとうございます！」って民間の会社みたいな対応しますし（笑）反面、助成金など受けようなんて考えで行くと電話で予約取ってから来い、で門前払いですもんね。
雇用保険はそもそも日本の終身雇用制度と対になった考え方のせいか、現状にマッチしてません。会社都合なら即貰えて、自己都合は３ヶ月待機っておかしいですよね。どちらも同じ保険料払ってきたのだし、職を失っているのに差があるなんて。企業は余程のことが無い限り会社都合にはしませんから、実質リストラであっても自己都合になっている例も多いことを役人たちは知らないのでしょうか？もっとも自分たちはリストラされることはないですからねぇ...
今朝の読売新聞にも雇用保険の話が出ていました。
予算を多く計上しているのに、全然有効に活用できていない。これだけの失業率を客観的に見ることができないんですね、、

彼らって、良く聞く短期で就職→フリーター→雇用保険という生活を繰り返している人達なんでしょうかね。
制度をうまく使っていると言う意味では、私を含むそこらの大人達よりは賢いのでしょうが、何か自分でやりたいこととかそういうのって無いのでしょうか。。。
