グルーピングの問題
昨日のエントリーに対して、青蛙大王さんからコメントをいただき、もう少し思考を進めてみたいと思ったので書いてみます。

この意見にすごく賛同します。
私はこれ程うまく表現しきれませんでした。
この『画一的』という部分を生むのは、単純な話、縦割り行政の弊害として語られてしまうことが多いのですが、ここでは、少し違った観点で書いてみたいと思います。

この『画一的』という部分を生むのは、単純な話、縦割り行政の弊害として語られてしまうことが多いのですが、ここでは、少し違った観点で書いてみたいと思います。
今の私の意見としては、この画一さを生むのは、『グループ化』ということにある気がします。
人は、個が集団となった場合、それを分類して理解するという知識を持っています。
簡単に言ってしまえば、集団を一括りにして単純化しようと試みるのです。
これは非常に便利な方法で、ｎ個のものを１つの塊として表現することができる為、振る舞いを予測したり、扱いを決めたりする作業が単純化されます。
ただ、実際、世の中の仕組みはそんなに簡単ではなく、複雑に絡み合っています。
一つのクラス(雛形)でくくれるほど単純ではなく、ｍ個の継承クラスを生んでしまいます。
世の中はもっと連続的な世界なんだなと感じてしまいます。
さて、『画一的』という部分に話を戻すと、世の中をグループ化して見た時、今回の場合、ホームレスとかニートとかいう言葉で一括りにしてしまっているのがそもそもの問題なのではないでしょうか？
ホームレスの中でも、本当に就業意欲のある人とそうではない人の間には大きな開きがあります。とても同じ制度で括れはしないような気がします。
『引きこもり』や『ニート』にしてもそうです。
何らかの事情で、社会生活に順応できないのか、それとも単純な怠け心なのか。また、少し休憩すれば自発的に戻ってこれるのか、それとも何らかの支援が必要なのか。色々な観点で対応しなければなりません。
やはり、法制度というのは、すごく一般的な括りでしか決めることはできません。それに対応する人達の現場裁量のような部分が多分に含まれる必要があります。
罰や禁止事項で人をまとめることに私は限界を感じます。
ハムラビ法典から全然進化していない気すらしてしまいます。
本当に作るべきは、『弱者が強い世の中』ではなく、『弱者を手助けできる世の中』なのではないでしょうか？
今更になって、日本とという国は、急成長してきた歪が表面化してきているのかもしれません。

確かにそうだと思います。
わたしゃは今、他の人から見ればＮＥＥＴでしょう。。
でもＮＥＥＴとは違い働く意欲はありますし、それなりのことはしています。
でも曖昧なＮＥＥＴグループかもしれませんね。
グループ化された人たちが気づき、何かを感じることができればいいのですが、そうではなく、大学受験に失敗したら、ＮＥＥＴかぁ～とかブログに書いている人が多いのは残念です。

というコメントをさせていただきましたが、実はあまり深くは考えずに書いてました（ハズカシイ
そもそも封建主義の長かった日本では、集団秩序から外れると「村八分」とされ、その家族までもが排除される社会構造であり、相互扶助の考え（無尽とか）はあっても、強者が弱者を救済するという考えは無かったのではないでしょうか。せいぜい天災に遭ったら「お上」が「施し」を与える程度で。
その思想が現代日本人にも引き継がれているように思えてなりません。
阪神大震災をきっかけにボランティアは増えましたが、大半は自己満足でやっているに過ぎないし、やはり最後は「お上」頼み・・・そう、私も例のコメントはお上に対して述べていたわけで結局「お上」頼みと一緒です。
それではいけませんよね。反省。
でも私たちに何ができるのだろうか？とても難しい問題です。

何か問題があって、社会に対して害を及ぼしたりした場合に、社会的制裁として行われるものだったんじゃないでしょうか？
多分、現代社会では、その辺は引き継がれていますね。
結局、人間は利己的な存在で、ボランティアだ何だと行っても最終的に自分の脳で快楽物質を発生させる為に行動を起こしているサルでしかなんでしょう。

この辺は、言葉足らずだと誤解を生みそうなので今度書きます。
