開発工程毎に利息がつく

先日、先輩にこの前まで手伝っていた火噴きプロジェクトの話をされました。
その先輩は、この仕事を火を噴き始めたころに少し手伝っていました。
先輩が、なんで火が消えないんだろう？
簡単です。
問題が下流に行くに従って発散しているからです。
上流工程で、問題を保留にしたり、きちんと決めておかなければならない部分を放置したり、管理をいい加減にしたり、リスクを管理していなかったりしたとします。
つまり、つぶすべき問題をそのままにした場合、当然のことながら、それが下流に行くに従い利息がついた作業として跳ね返ってきます。
世の中では、当たり前だと思ってたのですが、これを認識していない人があまりに多いのに驚かされます。
通常の開発では、SEよりPGの方が人数が多いはずです。悪くとも同数。
同数というのは、設計者がそのまま開発にシフトすることが多いでしょう。
設計で表現したものと、コードで表現したものは、同じシステムを指すわけですから、作業量が増えている分、利息がついて膨らんでしまいます。
更に、設計自体の工数を削った場合はもっと悲惨です。
後から要員追加をしても、その人がそのシステムの仕様を把握する資料が存在しないので、説明や、仕様書書きなどの作業がおまけとしてついて来ます。
こうなってしまうと、火の消えないプロジェクトの発生です。
問題点の数が、幾何級数的に増え、時間がないので、良く考えずに対処することも増えてきます。
それが新たな問題を呼び・・・。
結果、作業量が発散していくのです。
ひどく燃えたプロジェクトは、一見収束したかに見えても、火種がシステム内に残ります。
これは、顕在化していないバグや、カスタマイズの出来ないスパゲッティーソースとして現に存在してしまいます。
この問題を解消する為には、いくつかの簡単な決まりごとで解消できるはずです。
１．上流工程で、やるべきことを明確にし、それを確実に行う
２．上流工程から下流工程に至るまで、常に、リスク(不確実な要素)を把握し管理する
３．火を噴いてしまった場合は、工程の各所でリファクタリングを実施する。
実際、難しいのは分かりますが、これが出来ないとシステム開発はできません。
当たり前ですが、これが出来ないから、プロジェクトが火を噴きます。
リファクタリングというと、ソースに対してのみ適応される様に感じますが、設計についても当てはまりす。
長くなったので、設計のリファクタリングについては、今度書くことにします。
